Who wants info on how to change the weathe? Well your getting it anyway.
First of all you need a power source, I like to opt for atmospheric capacitance, so make a double wound coil 100 inches in diameter with 100turns placed in the highest possible position you can. Next we need a device capable of harnessing this powersource, from this coil take it to a stepdown transformer to bring it to a usable stable current. Now you need a resonator, something you can make osscilate at the frequency you need and project it into the ionosphere. This can be done by getting a decent diameter stainless steel pipe filled with water and sealed, wrap a coil around this, as tightly wound as possible, that coil will need to have a cuircut time or some sort so you can control the speed of oscillation(a 74c14 chip would work on small application's) then you just need to experiment and see what frequencies do what to the weather. Bam you are god of weather.
