The ocean floor is full of water whereever it can fit. When the floor is pushed under the continental shelf at subduction zones, this extra weight combined with the lighter weight of continental crust ensures that the ocean floor is what sinks. In fact huge chunks of ocean floor sink into the mantle and break away, heavier and cooler than the molten mantle they sink until they too melt.
