If its on the road itself it could be something for maintenance workers. There's a lot of symbols that are basically undocumented that tend to mean stuff like 'main water line through here' and that sort of shit, mostly because we didn't always have google maps and electronic references to do this sort of shit.

This IS the symbol for diode, which doesn't make a lot of sense to me from utility perspective (but then im not a city electrician) but could imply someone's just using it as a generic 'electricity' symbol, since its one of the most basic of them.

If its on houses it could mean all sorts of shit, from someone just liking the look and using it as a tag to people using it to mark houses they've robbed.
