Its the seal of the Order of the Eastern Star.
I believe that you will find all the headstones with that symbol are women. There are probably quite a few masonic emblems in the cemetery as well.

OotES is a female only masonic offshoot.

The center symbol is the masonic "volume of sacred law" (you can google for more) but basically, its a book on a plinth.

The symbols in the arms of the star are representative of the five female archetypes, and the five virtues of the order of the eastern star, as follows:
In the upper right corner is the sword and veil representative of Adah (again, look up names or terms you're not familiar with you might find some things) it represents the virtue of "obedience to duty" continuing clockwise, next is the sheaf of Barley representing Ruth which is representative of "adherence to religious principle" next is the crown and scepter of Esther, representative of the virtue of loyalty, followed by the broken column of martha representing "endurance in adversity/trial" finally the last symbol (in the upper left) is the golden cup of Electra and the virtue of "endurance in persecution"

I cant tell you much more than that because its considered an initiatory and sacred symbol and not all meanings are revealed to the uninitiated, but thats the gist.

tl;dr:
it's the symbol that outlines and represents the sacred female figures and virtues of the super secret all-girls branch of the masonic order.
