These are not normal people. The wooden bear has been used for hundreds of years. These people represent a sort of cult.

They even have a "Vatican", aka main office, that they report to. Their main objective is what they call cleansing. They pick and choose people to cleanse, and they clear it through the main office.

If possible, they work with other members to make the deaths look like random killer/ established serial killer victims. They are everywhere.
