Mandela effect is just no. So far it does seem like an elaborate psychological effect at play. Our memories and awareness of our surroundings are fairly low these days with the information overflow, especially with memories from childhood, and when someone brings up something like Mandela Effect and starts listing vague details no one usually pays attention to, it can really fire up some neurons and create strong connections from thin ones.
I hope you can understand this because English is not my first language and Mandela effect triggers me exactly for this reason. I'm Estonian on top of it so especially these language based "timeline shifts" are fucking retarded because I used to pronounce these things phonetically as a kid, making me remember every letter.

Maybe he lives somewhere else observing another region. he lives in another time observing another age. Or even more directly. You walk through the woods at night. There is some noise in the bush. Now we observe things, and interpret our observations. And this interpretation is our reality. Since everyone interprets stuff differently we all are experiencing different realities. The reality can enhance or alter itself by observing new informations. Some people dont like that. They like their current reality, so they dismiss anything changing, or for them damaging the reality. Thats when ignorance happens. However how can it be that everyone is living another reality? Doesnt science say there are multiple universes? That they all inhabit basically the same space but are still seperated somehow? And informations somehow being able to cross those dimensions?
We are the universe. Everyone is a universe by himself. By talking and communicating we exchange data with other universes. We live on the same planet/same place but still are somehow seperated (by our body) but still connected through communication.

I am level 0, but I would like to say that in a sense, weather control devices are an actual thing. A blueprint was proposed a LONG time ago for a series of fans that would be flown over the Atlantic Ocean to negate hurricanes with opposite rotating wind before they ever reached land. The math was totally legitimate and it could work. The only real issue was the question of how it would actually be kept up in the sky. The turbulent winds it would create would just knock itself out of the sky.
