It's sealed / lost because some Egyptians did that on purpose a few thousand years ago. It's forbidden because any undisturbed parts would be archaeologically significant and should be left alone until properly examined by professionals.
Why don't they explore everything? Because Zahi Hawass is a control freak. He would rather have nothing be touched than for something to be uncovered that contradicts what he believes. Fortunately, he'll be dead in about a decade, and his successor will be less resistant.
But from a logistical standpoint, a slow drip of discoveries is the best way to keep tourists interested. A new find is something that everybody who was there before hasn't seen yet. If you find 40 things, that's a single huge news story. If you announce each of those 40 things individually over a span of several decades, that's 40 modest-sized news stories, and a distinguished career.
