Literally nothing gained from it except a leap in gun sales, so I don't see any reason why they would. Plus there are already enough insane and horrible people in this world. There is literally no reason that their existence or actions need to be explained away by conspiracy.

Look up "Scopolamine"... or "Columbian Devil's Breath". Then look up information on the Aurora Colorado (Dark Knight) Shooting. The CIA is very capable of using psychoactive drugs on people get them to do things they normally wouldn't do.

Also noteworthy is that MPD is heavily associated with sexual abuse, which has a history of being associated with certain military and government scandals, and which is making a modern comeback with the Comet Ping Pong stuff.
