Because all entities have a finite ammount of energy. They get that energy from worship, but expend it by providing miracles and manifestation. Hekate worshippers were always almost exclusively the magi, people with vast ammounts of power themselves. Hekate still has great ammounts of power because of that, while other gods like Athena or Zeus are almost impotent.
Now, if a bunch of schmucks came along and started worshipping her, she would expend a needless ammount of energy on people undeserving of her grace.
That's why the christian version of JHVH seems less powerful than the jewish version.

To be fair, she is the triple goddess, and powerful enough so that certain aspects of her can become deities in their own right, blurring the line to where Hekate ends, and another begins. But worshiping only one aspect of Hekate is not doing her any good. I think that the Dresden files interpretation of her is quite nice, wouldn't you say?
