It does. It seems as though he's running to tell the truck something, and really, there was no reason for the truck to stop too. Until I paid attention to this person, I would be swayed more by the thought of psycokenetic energy from one of the people on the road about to be hit by the car that ignored the light. But now that I see that guy, I'm more swayed by some sort of weird cable explanation, neither of which, let's be honest, make sense.

The guy on the scooter about to get hit seems to know what's going on. I wonder if in China they have a system to prevent accidents that we don't have, something that would make this vid make perfect sense. After all, you don't see the by-standers freaking out. They only seem to notice and act like things are normal for a slight accident.

All the cars are caught up in a straight line from that light post on the left to that truck.
Either that truck is a sweeper or the cable got snugged at the front.
It was probably connected to the top, as you can see the intensity of the lift goes left to right, with the car being the least affected.
Btw probably the cable was just a mag-nado wave guide.

There was a cable laying across the road, attached to a point on the left.. A street cleaner on the right drove over it, and the cable wrapped around the rotating brush head, pulling it tight.

It was part of some power lines that electricians were working on just out of frame on the left. They intentionally left it in the street because cars were just harmlessly driving over it, but they didn't expect a street sweeper to sweep it up.
