It does. It seems as though he's running to tell the truck something, and really, there was no reason for the truck to stop too. All the cars are caught up in a straight line from that light post on the left to that truck.
Either that truck is a sweeper or the cable got snugged at the front.
It was probably connected to the top, as you can see the intensity of the lift goes left to right, with the car being the least affected.
Btw probably the cable was just a mag-nado wave guide.

It was part of some power lines that electricians were working on just out of frame on the left. They intentionally left it in the street because cars were just harmlessly driving over it, but they didn't expect a street sweeper to sweep it up.
