The Zodiac killers Pig Pen is the closest I could find, I've translated this to LXNZU ZTTNB but obviously threes some stylistic differences so theres a margin of error. Working on a cipher decryption now

wasn't having much luck with all the letters so since the zodiac was fond of double letters where they don't belong I removed all the second appearances of letters. Once that was done some possible solutions are "The Ward" "The Ways" and "owed by H/P"

without more context of the area I can't say too much else
