Mundane example, but lately my garage door's motor has been starting to fail. It goes up to the first panel, then stops. Over the past two weeks, I've been trying to visualize it opening and seeing my car in my mind entering or leaving the garage. Over the past two days, I have not had it stick at all.

Technically, yes, but if you're talking about something along the lines of psychic abilities or magic, then there's a lot more than visualization involved, and often visualization isn't involved at all. From a metaphysical perspective, visualization is just one method through which you can shape and project "energy" to effect change, and generally speaking, not the most effective.
