Technically, yes, but if you're talking about something along the lines of psychic abilities or magic, then there's a lot more than visualization involved, and often visualization isn't involved at all. From a metaphysical perspective, visualization is just one method through which you can shape and project "energy" to effect change, and generally speaking, not the most effective.
