Probably neither. The only objective reference we have for a deeli is "as photons travel", suggesting that deeli are some kind of relativistic measurement based on the speed of light, used to describe both intervals and distances. If that supposition is correct, then the real flaw would be describing the speed of the projectile as 2/8 lightspeed instead of in deeli. Since we never get a sense of the magnitude of a deeli from the story itself, the projectile's is probably described that way to convey the idea of "really fucking fast" since giving us the measurement in deeli would be ambiguous. And would've required the writer to figure a lot of useless math to keep the premise of the story consistent.
