I remember the last time this was claimed to be somehow related to a spoopy scavenger-hunt game online where you had to progress in levels by looking at source codes and solving riddles. I neither remember the name nor why or how it was at all related, though - can someone help jog my memory?

Here's what I am thinking:
We need to transcribe the audio, or atleast the letters (Alpha = A Bravo =B etc etc) and then we need to decode the code:

a quick breakdown of the info:
We know it has something to do with Eht Namuh but likely not created by the same person.
We know that the NATO is a solvable code (citation needed)
The symbol is a clock, not an evocation circle. (though the link on Doctrine takes us to something called "The evocation on Eht Namuh)
If the bell chimes are anything to go by the clock is pointing to 6'oclock which is that weird triangle looking symbol.

The way Google indexes web hits is through a boolean process, which looks for incidences of the exact search term, which, in this case, is a very unique 21-digit number.
