Why use chips when they can drug them to the point that they lose their sense of right and wrong and force them to face all the atrocities they committed all at once on return?

I'll bite. At what rank or level of government do you believe folks wouldn't be chipped and mind controlled during this martial law takeover? Who is actually "in" on it. Would those in on it just unquestionably follow orders or believe so strongly in whatever was being implemented?

What we think of as mind control is just programming. Break down the individual's identity and enforce a system of conditioning that rewards the intended behavior. It's not magic, it's not even really technology in the scientific sense of the word. It's a measured application of traditional Pavlovian techniques enforced upon a voluntary population.
