They've tried to have the road shutdown to thru traffic on numerous occasion. They elected stooges to local governments even to try and do this. What thwarts them is the one thing in the area more powerful than them, a nearby Indian Casino, that road is one of only two ways into the Casino. Native American political correctness power and gambling money won in the end.

Anyone that drives through is filmed by many very predominantly displayed cameras. IF you stop guards will be on you to 'help' before you get out of your car.
