That is a tough one. People who experience enough pain often want to kill themselves, that's why euthanasia is a thing, this implies that they would rather be annihilated (assuming they don't believe in an afterlife) than be in agony.
What if the agony of hell was like being extremely thirsty but never getting a drink, or being extremely angry but never being able to calm down or be anything but extremely angry? That's a kind of agony. I think almost everyone would choose to become a demon rather than disappear if those were the only two choices.
