Yes and no. The very action of traveling back in time has the potential to cause this version of their past, our present to not evolve towards the same future that they are from. Time travel *is* the act of altering one's past. A civilization usually starts by learning how to send relatively low energy signals into the past, and then evolves towards sending themselves as the signal. Like my aspects of physics, the only way to discover that time travel is possible, is to realize that it was *always* possible all along, but that due to circumstances we just """"coincidentally"""" didn't happen to look at all the places that time travelers must have been, unless doing so increased the probability that said time travelers would exist at some future point in order to come back into the timeline that caused you to look up and view them, setting into motion that recursive cycle.

Now. Here's the thing; the reason Greys came back into this version of the past, is because they too heavily modified their own DNA with designer genes, to the point that they fucked up. They were facing extinction. So let that color your opinion on how important it is to prefer technical solutions over organic ones.
