I think there are multiple types of reality manipulation...I've seen it happen where I didn't believe that it would, which was surprising.

and yet the majority of the time belief was definitely needed.

so really I think there are more factors in play than we know about.
in affecting the outcome, some factors to consider (im sure there are thousands though) could be belief, energy/power/chakra/ki whatever, spiritual entities, the belief and agreement of a third party, etc.

Chaos magic does not claim that results require belief. Belief is just one of several tools for carrying the intent to the subconscious.

Take sigils for example. Draw sigil, reach gnosis, stare at sigil, banish and forget. No belief required even in one of the most basic techniques. Belief only matters in certain ritual settings.
