I looked this up and I think they are talking about JSOC (Joint Special Operations Command). It's been common for a very long time for the president to send them on raids and into nations to do shady shit. A couple examples would be the Bin Laden raid or how we routinely have our Special Forces training rebels in third world shitholes. It's not really much of a secret.

I know some state governors have their own armies. Connecticut has infantry and cavalry under command of governor. but mostly ceremonial. but it is still his guard.
