I have no idea why his codes haven't been deciphered.

My thoughts on it. Take it with a grain of salt by the way.

Maybe, since his codes were tough to crack.
Those who have presented to the FBI their "deciphers" are actually hired by the Bureau.

Quite possible they are using it as a code cracking "application?.."

Of the unsolved Zodiac ciphers, there is one connection. They're not solvable. That isn't to say they can't be solved, just that the person who created them is the only person who could crack them. You and a friend could come up with a series of symbols that doesn't correlate with letters, but with key phrases.
