The door locks are probably controlled from within the cabin. It may need to be powered up before they can be unlocked though.
Are weeds and shit starting to grow up around it? Is it really dirty, or is it clean. If it looks like it's been there for a while, I'd say try to explore it if you want. If it looks like it's only been there short term, I'd leave it the fuck alone. There may be cameras in it, or opening it could trigger a silent alarm notifying the railroad or the Department of Transportation (or whatever it's called in your country if you aren't American). Also someone could show up at any time to repair it, or whatever needs doing in order for them to move it.
