I'm too tired to do this atm, besides this is from August last year so it most probably has been solved already.

When you google Descon crypto challange this is the first thing that pops up: https://cryptopals.com/

followed by the onion sites (look it up yourself).

My forte is text decryption not GPG/PGP so if you get any further and get to that stage just post here, I'll be back later most probably.

If however, my curiosity gets better out of me and I'll actually try to solve this I shall post it here.

Base64: The above sentence was obtained by shifting every letter from original alphabet position by same constant, technique also known as Caesar cipher. Find that constant, decode sentence, replace he hash part of current link with answer ending with .html. Good luck.
