It's easier to go by what a lot of people seem interested in than go over literally trillions of pictures one by one in case there's naked people in them.
After a while they probably just end up immediately blurring shit for the sake of efficiency and trying to prevent naked pictures from spreading as that would deal their whole company a serious pr blow in the privacy department.
