This symbol was carved on a strong at the top of the handle of a sword I had in a past life.
It was a snowy place (maybe Iceland)
It looks like a Galdur with some stave modifiers, but I have not been able to find anything about it.

Yes, you can. Runic is not like Japanese, in fact it's called the "Futhark" because the first 6 runes of the alphabet are the letters F, U, þ, A, R, and K. Hell, by the medieval period the Norse were decorating objects with Latin prayers spelled in runes. Check out some pictures of runestones and you'll see.

You're missing vital information, m8. Codex Runicus is assumed to have been written down due to Kind Valdemar II's interest in runes.

Besides, it's no secret that medieval times devised a latin-based alphabet with runic glyphs for the sake of preservation and to aid people with transition to latin script and help them understand latin in general. However, most of that, including Codex Runicus is a bit of an inconsistent mess and old runic sound values have been removed in order to let a full latin-based script appear in runic shape.

So having been in Eugene OR from time to time, one of the symbols for vitriol has been popping up around the University area.

Now, alchemically, I understand, but generally they seem to be circumscribing an area with these symbols as a matter of ritual. Now my question is, in the context of large area effect magick or w/e form of rituals might use this symbol?

Roughly a circular shape around a 2 mi diameter is drawn out with these symbols from what I can tell. But that's just from personal observation. What purpose would this serve? Why this symbol in particular?

So a while back I had dream that I was walking too my house from some random area of my neighborhood, and I was really intoxicated on something.
I had a real hard time walking straight but it was much more potent then being drunk.
The part that this is really about is I was crossing this bridge near my house that goes over a highway, and I was surronded by these floating beads, and the were pelting me.
They would hit me then resume floating around me, unless I could grab one, and then it would be 'deactivated'.
All the beads had this symbol on them, and they came flying at me with the symbol towards me every time.
