Spooky's House was the best one I played.
I think old school Resident Evil (1-Code Veronica) and Silent Hill (1-3)
Are scary not necessarily because of their content but because of how out of control you feel in certain situations.
Obviously they aren't as scary as they used to be because a lot of people know these games inside and out and it takes away the terror of the unknown but fuck it.
I still think they're scary under certain circumstances.

Silent Hill 1 still holds up as the most terrifying game ever. The industrial score of Akira Yamaoka adds to that atmosphere. 2 and 3 were a bit more "beautiful" and even The Room had its moments.

The Souls series has had genuinely spooky moments
Tower of Latria, Tomb of the Giants, Nightmare of Mensis, and Irythill Dungeon are all pretty chilling.
Not to mention the plethora of scary enemy/boss designs. Pic related is Dark Souls 3's resident skeleton boss, a giant skeleton climbing out of the darkness for fear of being swallowed by the inky blackness.

That and the kings field games were pretty obscure until the souls games got popular. I'd alway play my brothers psx (he is a hardcore retro gamer) but he just moved out so I'm planning on buying another one and starting up my own retro collection.

Mah nigga. But I think FEAR 1 was really the best. The scare-factor was higher in the expansions and the sequel, but the first one had better atmosphere (and the story wrapped itself up completely, the metaphorical aspects about wrongdoing and retribution at least.)

Yume Nikki is an interesting work (not sure I'd even call it a game) but I don't think its that very horror-oriented. Powerful, but not horror.
