This is an unfinished mega-resort in Las Vegas that's stood abandoned since the late-2000s. If you're standing directly underneath it in the surrounding area, especially at night, it's pretty eerie.

The google streets van is really conspicuous and people intentionally dress up and pose to prank it all the time.

I think there's probably some sort of government activity going on here. Experimental aircraft and stuff, possibly being done by another country.

it does look like the dudes in OP's pic new the google camera would be coming by ahead of time and arranged a pose for it just to be strange.
I don't have links, but I'll try to find some - I know people in other cities knew when google cams were coming through so they had weird parades and things staged just hoping to make the pictures.
