At least that's what first popped into my head.

It could mean "Tyr gives ice" but that doesn't really make much sense, it would be the most literal translation if you're reading up to down.

It could be read as "Justice gives doom" or "Ice gives victory"

Its just a runic charm/sigil, and likely has meaning only to the person who got that tattoo.

Its not one of the documented surviving rune-charms as far as I can tell.
