That fragging picture is wrong. Stop comparing Deep Web to iceberg! Most the Internet is "Forgotten Web"- unused ISPs (including the Soviet .su). Most the usable Internet is "Surface Web." The Deep Web is a very small portion of the entire Internet.

That being said, the Deep Web consists mostly of useless pointless junk. Some CP, black markets, places for skiddies to download their scripts. Most governments won't store valuable information on the Internet at all, they'll use private intranet.

There might be a reason later to want that data. Likewise there's a lot of modern data that admins stick on web servers just because they think they our someone like them might want to quickly dig it up sometime.

Anything truly terrifying would be kept on networks that are physically isolated from the Internet. For example as I understand it a lot of federal agencies literally have two separate Ethernet jacks that agents have to physically unplug and plug into the other one to access secure data.

There are definitely tons of weird things on the web but anything truly crazy absolutely positively must be followed up online since the Internet has a very organic "normalizing" effect on anything that goes on it. There's also intentionally hidden data of course to be found through super slow tor browsing or on ed2k or news servers or whatever but it's 40% warez, 30% shady porn, and 29% illegal drugs. Newspaper archives go back hundreds of years with reporting by all kinds of people from all over the world that actually were there or at least got accounting of events directly from eye witnesses. There's so much of it that even with OCR it's not particularly automated. If you want to dig into some shit that you can be fairly assured nobody has tampered with or maybe even read in recent history that's the pool that you could be diving into. It's more interesting than the material that's actually to be found in the real "deep web" I can assure you of that. It was at least all written to sell papers while "deep web" data was generally for reference and is outdated and/or would honestly hold no interest to you.
