Its not a cipher, its just a research puzzle. Those symbols on the bottom are apparently identifyable, as i was told I'd 'seen them before for sure' but hand drawn so you cant google them.

I dont have any recollection of ever seeing them honestly, the puzzlemaker just said he was certain that with what he knew about me, I had. But I havent any clue, and dont remember ever seeing anything like this.
