No it isn't. It's been around in some way, shape or form since before the Roman conquest of Gaul and Britain. It's one of the four seasonal holidays. Samhain, Imbolc, and Lughnasadh were the other three. All of which were around way, way before Rome even became an empire.

Beltane literally means "Bright Fire" and the celebration is all about the growing warmth of the sun, as spring arrives and summer is ushered in.

Baal's holiday was very similar, but it was not connected to Beltane at all. If it was, it would have been the Celts who had an effect on Baal's holidays (Depending on which Baal you're talking about.)
