It's an ASMR video, which is actually meant to relax you. I completly get why someone who has no idea what it is would be freaked. There are thousands of videos on youtube of ASMR, it's meant to be relaxing sounds or "triggers" that some people get a tingly reaction from. Some ASMR video's are really weird like https://www.youtube.com/watch?v=0OiEDRKrtNE for example. And then some other videos are less weird like https://www.youtube.com/watch?v=Gv8I7DIaNCU
If you have problems sleeping like myself, you might want to actually see if ASMR video's could help you relax and get to sleep, once you get past the fear that some weird shit is about to go down, or they are gonna scream in the mic (hasn't happened YET thank god) and you admit it doesn't make much sense, it can be genuinly relaxing. Like I say though, not every seems to be able to experience the ASMR tingles. and some people only get them from certain sounds so if you do give it a look, make you sure try out a variety of things to find what suits you.
