Call the phone company and check the recently dialed numbers. If all or some are unfamilliar then your landline may have been hacked. All it takes is someone snipping and rearranging a wire, creepy thing is it's one of your neighbors or someone homeless.
Next time you get on the line and it happens say; "Wiretapping is illegal, I'm calling the police."
Next time it happens after that say you have called the police and it's under investigation. Eventually they'll get annoyed or worried and fuck off.
