Consider that one of the explainations for the observed velocity is so-called bulk movement, i.e group velocity. Group velocity is admitted to exceed c - if the medium has a sufficient speed of sound.

Basically, for particle A to take B's place in space, A has move - A moves at it's speed of sound, which is how fast it can register force being applied to it, and start moving. When A shoots off, it can only travel at c.
