Well, first you'll need to acquire a soul gem and a soultrap spell. Then you must seek out the most powerful beast you can find and slay it once you cast the spell on it. I suggest you incorporate a reverse variable magnitude relative to the enchant power of the item for maximum potency. Some potions or spells to boost intelligence before the process also helps.

Depends on your school of thought, and what you believe works. I stand by gnosis being caused by yourself to cause you to subconsciously work to acquire what you wish for. Traditionally in some schools of thought, you are to create a sigil that exemplifies your intention, then reach a state of gnosis by intensely concentrating on the desired effect to charge the sigil. You may then proceed to implant the sigil onto said ring, either as a mental reminder, or as a physical symbol physically. Some more mainstream sects use incense, meditation or prayer to a similar effect in charging an item. Gold is a good conductor, some would believe it also conducts spiritual energy well. Sapphires are thought to be a gemstone of royalty and wisdom due to it's blue colour. Diamond is often thought to symbolize perfection it seems. Perhaps it might be a good idea to focus on creating a powerful reminder to your subconscious mind for reaching perfection and greatness. I wouldn't count on being able to make a magic ring that shoots fireballs and shit though. Good luck.

If you're not the queamish type, blood magic is a hot kinda business, fast, effective, but might have some ravaging effects. Also, difficult to work into metal objects, because any blood will rub off of it, making the object null if your ritual was depending on the blood itself.

You can go old school and run it through 0=0 GD. You can go new school and run it through any number of A.'.A.'. purification of varying degrees of sexuality. You can go old planetary from the various grimoires, or you can go new planetary from Golden Dawn's Ritual Magic Manual or even Dragon Book of Essex.

Depends on what you want out of it, mate.

Go to an enchanting table, there's one in the jarls palace in each hold. Gotta make sure you've got an enchantment to put on it and a soul gem though.
