It's hard to draw a line of distinction here between what the artist may personally believe (and even then, do they believe it all the time, or intermittently?), what he intends to do with a release or what it means, and what is just for marketing, to aid in the sales and interest generated by the product.

The aging Bowie may know and be told that symbolism sells these days, that the internet loves to obsess over it, so include lots of it. Or, he may have a personal interest and realize that his ability to release something that billions of people will see and hear has inherent power in it, his to use as he sees fit.
