At the end of the study less than 20 were still alive. A president in the 1970s officially apologized to them.

The government used to test different chemicals for chemical warfare and diseases by releasing them in black neighborhoods and black subway systems.

Chemtrails exist as something composed of barium and aluminum and I don't remember what else. They said originally that they don't exist, because it's illegal to spray those chemicals in that way without congressional authorization, unless they are committing trials to collect data to bring to congress to get permission to do what they're already doing. But for real, another problem with your chemtrails story is that as it stands, distribution from the sky is a pretty inexact method of dosing: you're leaving your conspiracy to the mercy of wind formations, weather events, whether people are inside or not... It would be an extremely inexact method of dosing anybody with anything. Not to mention, if you needed to dose the whole population, then well, that's a lot of flights you need to plan, a lot of rural and marginal areas you need to target as well, and no satisfactory time of day to do it. In terms of fuel costs alone, this plan is not really economically sound; in terms of costs of chemicals, heavy metals etc, you would certainly not be seeing an economically viable return on investment.

if you took the amount of energy transferred via conduction from a ready-to-use pan on the burner to your finger over 0.1 seconds (enough to cause a 2nd-degree burn) and stretched that same amount of energy at a constant rate over 100 seconds you wouldn't feel a thing.
