I'm a water plant operator. Literally the flouride is so many parts per million that it doesn't have harmful effects. You would have to drink 25 gallons a day over the course of 30 years to even have harmful effects. It was used before the mass production of using flouride in tooth pastes and other dental products so the argument among water treatment plants now is that it is essentially useless so its even being cut back.
