That's how you walk when drunk, extremely exaggerated and lagging movements. You turn the top of your body while your foot still faces the same direction. I read she was on some kinda of psycho meds at the time, so no there is nothing spooky about her case and that video at all. Just a girl off her face on meds
The shit about the water tank being impossible to get into alone is one of those myths that someone made up to make the story scarier. Kinda like how you tell a story with obvious holes so you invent or leave out details to cover them up
