I'm not saying this is going to be an outbreak, but this is exactly the sort of situation to be worried about. She had the disease, was thought to be cured, then was released while, it turns out, still carrying it around. That's what a carrier is, by definition.
Fortunately, ebola isn't the easiest disease to infect people with prior to showing symptoms, so compared to some other diseases the odds that it hasn't been spread are a bit better, but that is pretty much a textbook case of how to get an outbreak started. That's exactly what quarantines are designed to prevent.
