So I bought a bag of wheaten flour, in the hopes of makinmy own bead buns. I wasn't really paying attention at the time, so when I got home, I realized there were no instructions in English. E package says made in Taiwan, so I'm assuming that's the language. Thanks in advanced!

You should learn about the world a little and have some common sense. I suggest hanging out in >>/int/ until you know there's more than the US in the world.
On another note, that's just flour.
It's used for specific plates (dumplings, for example), but it's still flour.
Google "bead buns recipes" or whatever you want to make and use this flour.

Here's a recipe:
Take 1 pound of flour, add 10% of bread yeast, a pinch of salt, a pinch of bicarb.
Add (about a glass of) water while kneading until it's firm and still elastic. Leave aside covered for one hour.
You can use this batter to make dumplings or make some buns and steam cook them.
You can add a spoon of oil while kneading to avoid having a sticky dough.
