I have no willpower and I browse the web all day instead of working. Are there any programs I can get that will COMPLETELY disable my internet access for a window of time that I set?

Cold Turkey works pretty well. I used it myself a while back and you REALLY have to go out of your way to disable it. There are paid versions of it but the free version should work fine for you.
