I have no clue how this is done, if it's adobe after effects that's not an issue, I just have no idea how to replicate something like this.

I don't want it for memes, I'm genuinely looking to increase my ability to work with editing software.

just look on youtube for after effects vhs tutorials
also for the red-ish part and the lens flares try some video copilot plugins like optical flares, twitch plugin, and trapcode shine
