Go to Dell's site and find the maintenance manual for it. Use that to take out the HDD. Install the HDD in a desktop. Format it or use a utility to do a zero-fill if you're paranoid.

if you just want to wipe the hard drive why does it even matter that you don't know your stolen laptop's password
just stick a windows disk in and reformat the hard drive

Why the hell do you need the password to wipe the disk? If you actually want to format and permanently erase all data, you Shouldn't be booting in the drive at all. Boot DBAN from a flash drive and have it run 1 or 2 passes over the disk.
