By side, do you mean perimeter? Or just one of the sides?

it has infinitely many solutions.
for any triangle A with hypothenuse 13 say with sides x and y = sqrt(13^2 - x^2) you get the area A = xy/2
B = 19A/5 = A + xz (y+z is the longer side of the rectangle in the pic)
14A/5 = 1.4 xy = xz
z = 1.4 y = 1.4 sqrt(13^2 - x^2)
so the sides of the rectangle are x and y+z = 2.4 y = 2.4 sqrt(13^2 - x^2)
