impossible.

Photoshop isn't magic, the pic is a flat pixel surface, the light area is pure white and information that was overexposed by the excessive light is lost. Only thing you can do is enhance contrast and remove brightness a bit, but that still doesn't add any information, a flat contourless surface stays a flat contourless surface, it's then just a darker falt contourless surface.
