Here is a lazy one i made with waifu2x and then scaling the image the rest of the way + adding white space to the left

I couldn't figure out the character after 15 seconds of reverse searching so you're on your own there

basic quick selection on the area's i wanted to colour and used photo filter to colour the parts in

the bit you are interested in is, i converted it to indexed colour to blend the bk and the girl better
