IRC is not a homogenous experience. There are many many channels and networks of channels.

Not sure what exactly you expect though; they are chat rooms, not 1on1 dates. If you just want someone to tell you their live story, probably better to idle in a channel and observe the culture there, then introduce you and start chatting.
If you just barge into their "safe space" giving off weird omegle sex offender vibes, people will be weirded out.
