Don't know how serious this post is. You can see the replies are all in jest. His name is Sam Hyde and he's a comedian of sorts, I think. It's a meme to name him as the perpetrator after a tragedy happens. Usually with a picture of him speeding away and a message that "he can't keep getting away with it".
