I have a piano MIDI file which I suspect to be a song from Love Live, but the song name "æSé-é¦Élé¦ì¦é¦Äì" is mangled and my UTF-8 <-> Shift-JIS / ISO-2002-JP converters can't seem to decode it properly.
Nor do I recognize the melody (it's not one of the well-known LL songs). Can anyone help?
I've uploaded the MIDI file here: https://ufile.io/xmx8q
Update:
Trying to use the name of the folder in which I got the file (âëâuâëâCâuüImidié_é¦é¯ = ラブライブ!midiまとめ) as a Rosetta stone

the mystery song appears to be partially decoded as follows:
æSé-é¦Élé¦ì¦é¦Äì
e6 53 e9 2d e9 a6 c9 6c e9 a6 ec a6 e9 a6 c4 ec
* * と * と * と *
Still have no idea what it is though.
this may help, but I don't have windows to test it.

why Windows, why
Thanks for the tip, it's a partial progress since I've managed to undo the Windows filename mangling and convert the filename to "æSé-é¦Élé¦ì¦é¦Äì", but that doesn't look like either Shift-JIS or EUC-JP so I'm still unsure what to do with it.

It looks like と now converts to 0xC3A9C2A6.

On further inspection, I think the conversion "æSé-é¦Élé¦ì¦é¦Äì" -> "æSé-é¦Élé¦ì¦é¦Äì" is making things worse instead of better, since it is apparently itself a mojibake encoding from UTF-8 to Windows (ISO-8859-1).

I've found a page listing various Japanese encodings, but none of them appear to be helping so far...
I have windows and tried the method of >>359528
